2018 POLICY ISSUES

1. Education and specialization of judges and education of legal trainees

  •  Education and specialization of judges and other relevant stakeholders (students, academia, trainees etc.) in certain economically important areas (IPR, public procurement) is needed in order to better facilitate present and anticipated judicial issues

2. Market competition

  • The Market competition law is of utmost importance for companies doing business in Croatia. The Committee will monitor the proposed legislative changes and suggest improvements to the Act

3. Functioning of the Commercial Court Registry

  • Simplicity and efficiency of procedures related to starting and registering a business is an important factor for the perception of the ease of doing business in a country, as is reflected in the WB’s Doing Business ranking
  • Introducing changes to the current court registry procedures - including using IT tools to automate/foster the process and unifying practices of main court registers - could improve efficiency of the registration procedure
  • This could improve the perception of ease of doing business in Croatia, as well as allow for freeing some of the existing manpower and other resources, i.e. making better use of resources available

4. Artificial intelligence in the judicial system

  • Artificial Intelligence (AI) is being actively used in legal offices and courts in the USA and Europe and this trend will eventually inevitably reach Croatia. AmCham should address the importance and opportunities as well as upcoming challenges of its active use, with recommendations deriving from other countries’ experiences on integrating hi-tech AI solutions into legal practice
