2018 POLICY ISSUES

1. Tax Policy For Attracting Investment

  • Croatia has declined in key international business and competitiveness indexes which are sending negative signs for potential investments. Comparable countries, in contrast to Croatian, mark improvements or at least stable positions in mentioned indexes. This is an important signal that thorough changes are needed to improve the situation in Croatia
  • In depth analysis of the key factors which affect ability to attract investment are needed in order to recommend changes and present examples of best practices that could be implemented in Croatia
  • A reform of the tax system was made in 2017. Further changes to the tax legislation are needed to create an environment that would be stimulating to attract more investments

2. Labor Market 

  • Labor market is a sensitive ever-changing system. It is a major component of any economy with significant consequences of the overall socioeconomic well-being for the society
  • Recent recovery of the Croatian economy consequently resulted in an increased demand for labor force which is hampered by the significant outflow of active labor force from Croatia towards more competitive European labor markets
  • Croatian Government needs to maximize efficiency of the labor market by bridging the gap between the labor supply and demand, enable conditions for an increased productivity and educational opportunities and adjust labor legislation in order to keep and attract labor force to ensure uninterrupted economic activity in the country
  • Flexibilization of working conditions for highly competitive and educated workers: work place - work from home, regulation of working hours, part-time work and freelancing

3. Framework For Digitalization Of The State

  • In order to improve efficiency and competiveness compared to similar countries, Croatian Government needs to keep up with the global digital trends and intensify digital transformation. Further digitalization of State would contribute to reduction of grey economy, additional tax revenues and enable better transparency
  • Moreover, state should enable further digitalization for doing business in Croatia (e-bills, e-archive, e-signatures)
