Manpower's Employment Outlook for H1 2025

As part of the SATR H1 2025 survey, Manpower Croatia conducted a comprehensive analysis of employment, salary, and benefits trends for the Croatian labor market. The research provides insight into employer expectations regarding workforce turnover, as well as an overview of the key trends shaping the Croatian labor market.

Croatian employers are still facing significant challenges in finding adequate employees, high expectations from workers regarding salaries, and a shortage of skilled personnel in certain sectors, which pose challenges for most companies. To help employers better cope with these challenges and gain valuable insights, Manpower Croatia conducts the SATR (Salary and Employment trends) survey every 6 months.

The SATR report provides an overview of salary trends and employer forecasts related to employment, offering important guidance for employers in workforce strategic planning. With more than 6,000 companies having participated in the research so far, the SATR report showcases labor market diversity in the region.

Today, the SATR research has become a reliable source for understanding labor market trends at the regional level, covering six countries within Manpower SEE (Southeastern Europe).

Inflation, employment, and salary trends

The SATR report is released every six months, and the previous edition reveals employer forecasts for the second half of 2024, showing that more than half of Croatian employers expect salary increases. Furthermore, according to the research, over a third of Croatian employers' plan to increase or introduce additional benefits for their employees.

Employers who participated in the SATR research shared valuable insights into their hiring and employee retention intentions, offering an understanding of how companies are adapting to challenges in the Croatian labor market.
